Mike is a noted expert in the strategic adoption of information technology, a reputation earned through over 20 years as a Chief Information Officer (CIO) and CIO advisor. As CIO for the City of Boston, the city became internationally renowned for its use of technology in public safety, education, and economic development.
Mike was instrumental in introducing classified and unclassified wireless capabilities over commercial cellular networks and devices into the US Department of the Navy (DON) and Department of Defense (DoD). He also has deep experience in public safety and emergency management solutions and facilitated the creation and management of DoD’s Public Safety Communications Working Group as well as developing strategy, policy, and programs for the DoD CIO and the DON CIO Next Generation 911.
Among his accolades Mike was named one of the industry’s “Super CIOs” by ComputerWorld magazine – the only public sector CIO so honored; won Public Technology Inc.’s first web award for local government; won a Hammer Award for helping to re-invent the U.S. Veteran’s Health Benefits Administration through a P3, and received the Meritorious Public Service Award from the U.S. Department of the Navy. He has also served as CIO magazine’s “Ask the Expert” on e-government.

Pakorn has a extensive background in technology and policing. After graduating first in his class at the Royal Police Academy he rose to become a Major in the Royal Thai Police. In that position he introduced a number of advanced technology-based initiatives including multiple ICT systems and an integrated Command and Control Operations C
Pakorn has a extensive background in technology and policing. After graduating first in his class at the Royal Police Academy he rose to become a Major in the Royal Thai Police. In that position he introduced a number of advanced technology-based initiatives including multiple ICT systems and an integrated Command and Control Operations Center.
In 2021 Pakorn founded Security Pitch, Ltd, which has become the leading Thai software company serving both government and private-sector clients in cybersecurity and public safety. He also serves as a University Innovation Fellow at the Hasso Plattner Institute of Design (d.school) at Stanford University.
Pakorn has a PhD in Business Administration and Management Information Systems from the National Institute of Development Administration in Bangkok and an MA in Cybersecurity strategy and Information Management from the The George Washington University, in Washington, DC. He also holds multiple certifications including ISO/IEC 270001:2022 Lead Auditor and Certified Cybersecurity Specialist (CCSS).
